The Finance Committee provides direction and guidance to the Director of Financial Services and Chief Administrative Officer regarding the District’s financial strategies and policies. It serves as the communication forum between Council and staff for financial matters. Areas of concern include overall economic, investment and financing strategies, as well as setting long-term goals for taxation and user fees.
As a pre-curser to the annual budget process, the Committee works with staff to develop the “big picture”, high-level economic forecast with optimistic, status quo and pessimistic scenarios. The Committee is authorized to recommend the appointment of the District’s independent auditor, and to direct and review the annual audit process. The Finance Committee regularly reviews and monitors all internal financial policies to ensure they meet Council’s information needs.
